NWA Elderly Schemed Thousands of Dollars By Asphalt Bandit

Goshen police are looking for a man who has victimized three people in Northwest Arkansas.

“We want to warn our citizens, because he’s already got three people. He’s working the entire Northwest Arkansas area,” said Sgt. Jason Travis, Goshen Police Department.

Henry Cooper is the man police said is targeting people by saying he’s a construction worker with extra materials.

“He’ll come to your door, and he’s basically quoting a price for cheap asphalt,” said Travis.

Cooper claims he has extra asphalt from a previous construction job, which is why the original price is so cheap.

“He’ll throw out some more numbers, then he’ll give you price that’s way over what he promised you in the first place,” said Travis.

After Cooper increased the price, police said he intimidates his victims to get his new, and much higher, asking price.

“He will threaten them and their property. Or take their property. That’s basically what we’ve been dealing with the last three so far,” explained Travis. “Until he basically said I’m going to take your property, then they paid him what he wanted them to pay.”

One of the victims said they ultimately gave cooper the price he was demanding to get him to go away.

Police said checking to see if someone is licensed to work in Arkansas is the best way to avoid this happening to you.

“He is not licensed to work in the state of Arkansas,” said Travis.

Police believe he’s not done yet.

They said he’s handing out flyers for his services in Rogers.

Police plan to charge Cooper with theft by deception.
